the technique is with one free plugin

download this plugin in to ur max plugin folder and you can apply it to the obj and lights and what ever you want.

for example i used 2 omni light and create path with spline and applied path constrint to the light to animate how i want and then go render effexcts and apply the one you just download it and play with settings how u want to look like

and the water and envirment i think u can do it. if u need any help just ask brother.
