This is what PowerDVD reads while playing a PAL file from my Hard Drive

While this shows the file info playing in my PowerDVD from the CD drive after the same file in my hard drive being burnt as VCD in PAL output

What is more confusing is that I can play any of them in my second display using ATI all in wonder Radeon, on my NTSC TV. And if I play the VCD in my stand alone DVD player it plays it as NTSC. Any explanation??
