Tool Handles.

Usage is fairly self explanatory,
the scales say what they are and correspond exactly to the same names in the Tool properties.
Namely Shift and Inset. Just Drag the pointers or drag the Tool handles at the Action Center
to get the same result as typing into the Tool Properties Shift & Inset input windows.

Vertical is Shift, Horizontal is Inset.

To turn On the scales:
Go to Preferences/Display/Tool Handles and under Draw Style, set Selected Tool Handles to Basic or Advanced, and set Auto Haul Display to On or Advanced.

Also, you can override the preferences for the basic tool gizmo by right clicking the V colum in the Pipeline List for the tool, to turn on or off.
